Need to Secure IE with password

Can someone help me secure ie with a password to prevent
unauthorised access to the internet? We have a windows
2000 computer with a lan connection to the internet. It is
in a semi-public location and there is some abuse going on
that we would like to stop without hampering access to the
entire computer.

I need to block acess to ALL sites except for one user.
