Need to re downlaod Internet Explorer with Outlook Express

How can I re install MS Explorer with Outlook Express?? When my computer
goes into sleep mode and I move the mouse to take it out of sleep mode, I
can't get my email (cable ISP) without clicking on Internet Explorer first ,
close Internet Explorer and then open Outlook Express--I then can get my
mail.
