need to map F1 to run batch file

I am looking for a way to map the F1 key to run a batch
file, instead of the standard Microsoft Help stuff. I
know how to swap mappings from one key to another, i.e.,
when you hit the backspace key, the letter F is typed,
etc., but I want to actually map a command to one of the
function keys.

I don't want to use any outside software. Is there a way
to do this? I have been looking at things like doskey,
ansi.sys escape sequences, etc., but I can't seem to find
a way that will work in Windows and not just in a command
console.

Yeah, but that seems really buggy. For one thing, I have
to create the shortcut on the desktop. Second, the
hotkeys only seem to work about half the time.

I was looking for something a little cleaner and more
reliable, like a registry tweak or other system setting.
