Need step-by-step-guide for creating "Mac"-like logos and buttons

Sometimes I observe icons and buttons with a "Mac"/MacOS like style
like the one on this page for example:

Are there any image editing tools (PaintShopPro/Photoshop) which offer
the creation of such king of buttons under Win2000/WinXP as well?

If yes, is there a step-by-step guide in the Internet which shows
how to do this with windows tools?
