I've had pretty good luck with Hydrairc in the past,
http://hydrairc.sf.net , not positive that it does the autoconnect
on restarting but it is actively developed, you could probably
make a request, afterall how hard could it be right

Just a correction: it looks like HydraIRC no longer resides at the
URL above. http://www.hydrairc.com/ seems to be the home for HydraIRC
now.
