The "It is now safe to shutdown your PC" message from the shutdown.exe
utility is a long known deficiency.
I use a freeware program from
http://www.beyondlogic.org/solutions/shutdown/shutdown.htm
It has options to shutdown, powerdown, suspend, hibernate, log-off or
lock workstations and may be a better option.
