Need help with jerky mouse scroll

Page scroll with mouse wheel is jerky as if the signal is delayed. I've had
this problem before and I can't remember how I fixed it. Changing settings
doesn't help. Any suggestions?

Actually it's a normal Compaq wired mouse. I tried another MS mouse with the
same results.
