Need help with Encoding problem

Hello everyone. I'm facing a problem with the encoding
function of the browser. More specifically, it shows all
pages on "Unicode" encoding, and even if I manually
change it to "Western European", the next time I click a
URL, the next page is again shown in Unicode. The problem
is that this makes some pages appear wrong, as in my
Windows XP I have Greek as preferred language for Non-
Unicode programs, therefore when a web page is shown in
unicode, it's shown with greek characters where should be
an "ä" or "ö" character for example.
Is there any way to make the Internet Explorer "lock"
on "Western European" encoding at all times? I have
experimented already with "auto-select", but it doesn't
seem to work.

This problem, which I also have, makes it impossible to use common
characters from other languages (for example, e with 'accent aigu') in
any JSTOR search. Others have written about this problem, without any
Windows XP(URGATE) guru stepping in to "show the way". Not that they
are unaware of it, it's just that Microsoft couldn't care less whether
Windows XP(URGATE) works the way it's supposed to or not--and the
so-called 'experts' care only about their paycheck.
