Need Help w/ Out of Office Assistant

I've added a rule to reply with a template that is a page
of text. This works fine with users in-house. The
template is not being sent to outside users, i.e. AOL,
Hotmail, etc. TIA for any help offered.

That is the default security setting for Exchange. OoOA messages are only
send outside when the Exchange Administrator explicitly configures it.
Contact your administrator to check whether it is enabled or not. The reason
for blocking it is because it can generate endless mailloops between two
mailservers.
