Need help to find a freeware graphics/photo program

Your advice is appreciated.

I need a freeware graphics-photo editor to replace an older version of
Macromedia Fireworks. (I can't afford a newer version.) It must have
the following features:
* Can open, edit and save PNG files.
* Can be used to make new art and edit digital photos too.

I think the easiest way to write this is: I'm just looking for a
freeware program that can do what Fireworks does. Do you know of any?
