Need help on new build

I'm in a bind, and need some help. Getting no beep on a new system.
Building a system as follows; MoBo is Abit IC7-G (has Phoenix D686 BIOS), P4
2.8 HT (800Mhz FSB), 2x1024MB DDR 3200, WD200 (single), LiteOn DVD-RW
(master),Sony DVD (slave), 3.5", ATI 9800 Pro AGP, 56K PCI. Power LED's on
MoBo are on when attempting to boot, all drives power up as do fans. Have
tried each single stick of DDR, same result. There is no video signal
through the ATI, though its fan powers up. Phoenix lists beep codes in any
combination except one as a memory problem, but says nothing about getting
no beep. Any help is greatly appreciated.

ATI is the 9800 Pro 256MB. It does require a 12v source, have it connected.
Fan spins, but that's all.

what have you set aperture and 'primary vid' to, In the cmos/bios setup?
don't use 256(for now) in the aperture this can cause problems.
disable all video 'performance+' settings until you get a boot.
How's the PSU? old / new ? what's the chipset of that board? have you checked for
any bios or driver updates?

Are you certain that that motherboard is certified to use those specific 1
GB RAM sticks (manufacturer, model)? Motherboards can be very fussy as to
which 1 GB sticks they will work with.
