Need help installing ATI Radeon 9250 128MB AGP 4X

Here's what I've done so far, although not in this order:
1. Uninstalled drivers for old video card
2. Set BIOS to AGP, 128MB
3. Removed old video adapter
4. Installed HIS Radeon 9250 card

When I attempt to install the drivers it appears to work until the end,
where it comes back with, "Cannot Install this hardware, An error
occurred..., The data is invalid."

Device Manager shows two entries under Other devices: Video Controller and
Video Controller (VGA Compatible). Both have yellow question marks and
indicate "This device is not configured correctly. (Code 1)". No other
devices in Device Manager indicate any problems.

The card does function to the extent that I can use the display.

Intalling automatically or using the supplied installation problem gives the
same result. Downloading updated drivers gives the same result.

My system is a P4 2.4GHz WinXP Pro with all updates running on an Intel
D845PEBT2 motherboard with latest flash update.

I did unstall the card in Device Manager at some point, but it didn't seem to
do anything. Before I changed the BIOS setting from 64MB to 128MB it didn't
even attempt to install the driver.

I'll try uninstalling again.

I tried again to uninstall the card in Device Manager, but it still doesn't
seem to do anything. The device (actually both the vga and secondary) still
shows in the list after being uninstalled. Rebooting just gets me back to
installing the secondary (which fails) and vga (which fails) again.

Can you be more specific?

OK, I stated over by reinstalling the old video card. Then I uninstalled the
software and the device and shutdown. I installed the new card and after
booting twice ended up with the same exact results. Any other ideas?
