Need help in adding a Popup

I have the "dummies" book and have tried the help section in FrontPage to no avail. I would like to add a popup to appear to advertise our open house at our place of business on our web. Does anyone know how? We even have an old one floating on the net that I've captured, but do not know how to embed it into our home page
