Need Advice

I have developed my web site with Frontpage and thought I
did a fairly good job with meta tags; however, I can't
seem to get a good ranking.

Any recommendations for a good do-it-yourself program to
generate appropriate meta tags and submit to search
engines that will get my web site high in the searches?

Sometimes it takes months to get in all the rankings...and then you still need to keep at it...tweeking it.

knowing that you can't possibly guess all the combinations of words people are
using to search, you need to keep your keywords and description meta's relevant
to a particular page.

These days search engines also index key words in the actual content of the pages
as well, and don't just rely on the meta tags. So it is important how you've
worded each page in the general content.

And besides, any webmaster that has figured out how to do it isnt going
to talk about it.
