NDR generated, but not reached to the originator

Hello,
We have installed windows 2003 server with Exchange 2003. When some
user send a mail to wrong mail address (by mistake) or with some big
attachments, NDR is getting generated in Server. But the user does not get
any Failure Notification Mail, also the mail is not reaching the recipients.
Normally NDR should reach the originator by default, but I don't know why it
is not happening. Can someone help on this issue.
