What is the best method to use to put a vertical
navigation down the left hand side of the page that
applies to all pages and includes collapsible lists?

There are several ways

One option is to create your menu in a page called nav.htm, you would then use the Included Content component in FrontPage

Insert > Web Component
Under Component Types select : Included Conten
Under Choose a type of content: select Pag
Select Finish and then browse to the page you wish to include

Using the page include will work with any content (vertical, horizontal, menus, footers, etc..
