How to move Navigation Bars to Header

I am using FP 2003. Currently my Navigation bars are on the left side of my
page with each link under one another vertically.
Is there a way to move the navigation bars to the top of the page so they
appear horizontally just under the header as is done with this Microsoft
Office Online page.
Ex: Office Discussion Group | Office Home | Office Worldwide

Just use Insert Navigation and select the option for a horizontal one
