Navigation bar question

Hello,
I am working in FP2000 with a nav bar on a home/parent page.
I have created a main page with a nav bar to send users to the child pages.
However, when I set up the nav bar it refused to set up the child links.
It will only display when the Child pages under Home is selected - only it
displays the same level links instead.
What went wrong and how do I fix it?

You need to set up 2 nav bars
- one for children under home
- and one for your pages under child pages

Okay, I tried that - the Child under Home comes up with message to change
properties.
The page I am inserting them on is a page that is set to open in a new
window. Does this matter?
Any other ideas?
