In RRASMgmt.msc, right click NAT/Basic Firewall and select properties. On
the Address Assignment tab, clear the "Automatically assign IP Addresses by
using the DHCP allocator" checkbox.
If you disable the DHCP option, the NAT server will use the static pool.
If this pool is empty, it can't supply any addresses.
