NAT/limit of connection?

I have one remote user who can successfully connect to the VPN server. He has two computers on his local/home network
Both machines on the inside are using a private address through his router, which is configured with the "real" IP address on the WAN side.

If he tries to connect on both machines, the connection is rejected at the server. Is this because the server will only allow one connection per IP address? Or am I missing something on our router?

It is probably his router. Many SOHO routers will only allow one VPN
connection.
