Nagging SMTP Error. Need Expert Assistance, Please!

A few weeks ago Outlook 2003 refused to receive and send email through my web
site hosted by Vianetworks. The online email tool also refused to function.
Tech Support fixed the issue, however, now Outlook will not send, but will
receive, email. Does anyone have any suggestions? Please read below for an
explanation of everything I've tried.

1) All account settings are correct. Both POP3 and SMTP servers are the
same, with SMTP authentication enabled (same as incoming), SSL is NOT enabled
as directed by Tech Support.

2) I use my web site SMTP because my "budget" ISP (550access) does not
support POP3 or SMTP.

3) Outlook 2003 Test Account Settings errors: A) "Send test e-mail message:
The specified server was found, but there was no response from the server.
Please verify that the port and SSL information is correct." and B) "Find
outgoing mail server (SMTP): Outlook could not connect to the outgoing mail
server (SMTP). The problem could be the server name or port, or your server
may not support SSL."

4) When trying to send an email the following error occurrs: Task
'chestnutoakcompany.com - Sending' reported error (0x80042109) : 'Outlook is
unable to connect to your outgoing (SMTP) e-mail server. If you continue to
receive this message, contact your server administrator or Internet service
provider (ISP).'

5) MailWasher also fails to send a bounce message using the same SMTP and
authentication settings.

6) I've used System File Checker to scan Windows XP SP2 on both computers on
my Ad-Hoc network and received the same SMTP errors.

7) I've "Repaired" Outlook 2003 using the install CD and received the same
SMTP errors.

8) I've loaded and tested Outlook 2003 on the other computer on my Ad-Hoc
network and received the same SMTP errors.

9) I've loaded and tested Outlook 2003 my dad's computer and received the
same SMTP errors. He's using a cable modem and different ISP.

10) I've verified Mcafee VirusScan settings and MS Firewall settings and
found nothing unusual. I've even shut-down Mcafee on both computers and
tried sending email without any luck.

11) I've tried using my dad's SMTP and authentication settings on my
computer and received the same SMTP errors.

12) I've tried creating new accounts and folders, and even run the "detect
and repair" routine under the Help menu,,, all without success.

So what happens if you just open a command prompt session and type:

telnet <name of smtp server> 25

Do get an SMTP welcome banner or does it come back with a connect failed?
The reason that I ask is that it is possible that your ISP is blocking port
25 from its clients to the internet. Many ISPs do this as a method to
reduce the amount of spam that can be sent by the unprotected home computer.

Oh, good tip. Here's what was reported "Could not open connection to the
host, on port 25: Connection failed". Port 110 connected though.

Would my ISP block port 25 when they don't have a POP3 or SMTP? What else
could be blocking port 25?
