Mystery file on desktop

Occasionally a new file that I didn't create appears on my desktop. It has
the generic icon that files get when Windows doesn't know the file type. It's
name is "~" -- that's all. "Properties" says the size is 259KB, created on
October. 30th, accessed November. 2 at 8:19:37 (which is the time I turned my
computer on this morning). Whenever I see this file, I delete it, but
eventually a new one appears. Does anyone know what this is and what is
creating it? Is it dangerous?

Not dangerous at all, and a known problem/feature. Just delete it. It's a
copy of your address book.
