Mysterious proxy server settings - cannot get rid of them

a proxy server setting has appeared in the LAN settings option of internet
properties.
I have not put these in myself and this used to be blank.
I cannot get rid of this setting, even after unticking all the boxes, going
into advance and deleting all the server addresses and restarting.
Is all my traffic being routed via this server 127.0.0.1?
has somebody phished into my computer and taken over?
How do I get rid of it?

There is no way we can answer you since we can't see your computer from
here. To determine whether you have viruses/malware, do the normal
troubleshooting:

Many legitimate services use an internal proxy server to connect to your network
stack. Have you loaded any software recently?

If you're truly concerned, start by looking carefully for malware.

I've run spybot and ad aware but the proxy server address is still there.
These procedures for complete removal seem very lengthy.
Is there anything else I could try?

I'd go to HijackThis, and expert advice in the right forums.

Do you have an antivirus/security program(s) that does email scanning?
If so, turn off that feature. You will still be protected from viruses.
