My XP machine will not connect to IE or Firefox

In network connection properties it shows that I am sending packets but not
receiving packets. I have reformatted and reinstalled windows several times
but still same problem. I even tried another network cord which shows good
on another computer and also tried another new lynksys ethernet card. Same
problem.

Does anyone know what the problem is and how I can fix it?

I know my signature shows for a different computer. The problem is on my 32
bit windows XP machine.

Have you talked with your internet provider tech support? Do you have DSL,
Cable modem, ???? Are you connecting via wire or wireless? Do you have a
router and have you removed it and connected directly to the modem?

I have 2 other computers on this network that connect and are working fine.
The network is wired. m Just this particular XP machine has this problem.
I have contacted my internet provider and they will not help. They just say
it shows that I am getting cable signal fine.

Hope this helps in solving my problem.

Here are a few things to try:

Open Internet Options, Connections tab, click "Lan Settings" button,
deselect all.

Flush DNS

Click Start, Run, type CMD and click the [OK] button. Type each of the
following:

IPConfig /FlushDNS [Press Enter key]
ipconfig /release [Press Enter key]
ipconfig /renew [Press Enter key]
ipconfig /registerdns [Press Enter key]

NETSH

Click Start, Run, type CMD and click the [OK] button. Type the following:

netsh winsock reset

Press Enter key

Restart the system

Would not let Norton's police anyhing for me. I do have McAfee which is also
on all my computers. McAfee has never caused me any problems.

Yes, I have tried other ports. This port works fine when I hook my other XP
up to it so that is not the problem
Thanks for suggestion.

I might mention that I am not ge4tting a IP address but I think that is
because
I am not receiving when I do the ipconfig and command commands. The router
can't respond back so it will not give me address. I have reset the router
several time and it does not help either.
The router and this port works fine on all my other machines.

This has gotten me stumped.

I ran winsock.fix and now I have ipaddress etc as it should be BUT it takes
forever to download a website. The progress bar moves ever so slow and
finally downloas.

It shows that I am receiving packets now.

Advise why you think so slow. 1 gig of memory on pent 4 2.0

Well, I have the same problem with my computer, an e-machines D3123 with an
AMD 3100+ sempron processor 1.8GHz and 512 MB DDR RAM. I have a motorola
modem from Bellsouth DSL, A belkin router and a linksys network adapter.
Currently, I am receiving packets, but only like 175 and I am sending
somewhere near 500,000 . I connected the modem directly, but my computer has
no connection at all from both the modem and the network adapter. To add, I
had to replace the motherboard in november 2008. Sometimes, the computer
connects like once every 15 days, but not anymore. what could be the culprit
here? I already ran the command prompts mentioned but nothing happened. I
ruled out the modem and the router because my sister bought a laptop and I
can connect from that laptop with no problems at all. I don't have any
antivirus installed, but I don't download stuff from the web and even if I
do, I always pay attention when I download. Any suggestions will be
appreciated.
