My task bar has disappeared completely

I have a Dell dimension 4600 machine, with a windows xp home edition ops
system. I tried uninstalling norton anti virus and my system crashed whilst
doing this. When i restarted the machine the task bar has disappeared
completely. None of most of my applications are no longer working and i can
only access the system through the task manager. I have tried reinstalling
windows and run the diagnostics application but nothing has worked. In fact,
i have lost the restore points in system restore.

I need some tips on how to get the task bar to show.
