My Table's keep on expanding

hello
am new to front page, and i designed my webpage and divided the different
regions using tables, i have a problem, and i really hope someone can help:

i divide my tables into multiple rows and columns, that i want to stay in
the exact same width and height (not to resize according to the user's
resoultion), because what is happening is that on my resoultion its intact,
(row and column width, height are as should be), but when viewing it from a
different resoultion, its distoreted and the rows/columns are away from each
other, hence, the images that make up the site are away from each other.

Table/cells width and height setting are only minimum values and will collapse if the table/cell has
no content or will expand if the content can not wrap in the cell. Also if you have use %, then the
table/cells will adjust to the browser window opening. Also cells widths must equal 100% of the
table width. The table must not be larger then 100%.
