Recently one of my XP Pro systems started taking up to 3-4 minutes to boot
up.

Disk has been "cleaned" & defragged. No programs running at startup except
the 2 that always run (Symantec ccApp & NvStartup).

Any troubleshooting suggestions would be greatly appreciated.

Use msconfig, disable all non ms start-ups and recheck
If problems gone, re enable a batch at a time and retest.
PS if disabling firewall you may want to disconnect whilst it is off.
