My Pictures thumbnails don't cache

Thumbnails no longer cache in the My Pictures folder. The 'Do not cache
thumbnails' option is not set. Other folders do cache the thumbnails and
create the hidden thumbnail file, but for some reason the My Pictures folder
has stopped doing it. Recently I used a system tweaker so I'm guessing it
hosed my system. System Restore isn't working for dates before I used the
tweaker. Is there possibly a corrupt/missing registry setting for caching
the My Pictures thumbnails? (Additionally the folder is not set to read only)

1. Moved the slider back to a lower setting (2 notches from highest)
2. Reset thumbnails to be cached in Windows Explorer/Tools
3. Delete thumbs.db
4. Go to Start/Run and type in: regsvr32 shimgvw.dll
