I know nothing about Thunderbird mail or SeaMonkey. SeaMonkey? Who thinks
up these names? And I will not use IE7.
The link below is the My Pictures Image Toolbar for IE, I do not believe
that it affects E-mail this file in Common Tasks in a Windows folder or Send
Mail in Send To.

I have Enable Image Toolbar and Enable Automatic Image Resizing both
DISABLED.
And I still can right click a picture file, point to Send To and click on
Mail Recipient and the Send Pictures via E-Mail resize dialog pops up and
works.
I have never used the Image Toolbar in IE and once I figured out how to
disable the Automatic Image Resizing I have had that disabled. It allows
you to resize pictures so that they fit your screen and you do not have to
use scroll bars to view the whole image. Sort of like toggling between
Actual Size and Best Fit in Windows and Fax Viewer.
My SWAG is that one of your animals has messed up something. ;-) Although
IE7 has a reputation for screwing up plenty. Uninstall IE7 and go back to
IE6 and see if that fixes things. Just one thought.
Does E-mail this file work in Common Tasks?
Does right click any kind of file (other than a picture file), point to Send
To and click on Mail Recipient work?
Start | Run | Type: regsvr32 shimgvw.dll and click OK.
shimgvw.dll is Windows Picture and Fax Viewer.
Start | Run | Type: regsvr32 sendmail.dll and click OK.
sendmail.dll is Send Mail.
Start | Run | Type: regsrv32 ole32 and click OK.
ole32.dll is Microsoft OLE for Windows and Windows NT, it does a lot of
things.
Start | Run | Type: regsrv32 /i shell32 and click OK.
shell32.dll is Windows Shell Common Dll does even more than ole32.dll.
Then set your default email client.
Open Internet Explorer | Tools | Internet Options | Programs tab |
Select your email client from the drop-down list under E-mail | Click Apply
| Click OK If IE7 even has that option.
Maybe you need to unregister the files mentioned above and the register
them. Some times you have to that.
Start | Run | Type: regsvr32 /u shimgvw.dll and click OK.
Then Start | Run | Type: regsvr32 shimgvw.dll and click OK.
Start | Run | Type: regsvr32 /u sendmail.dll and click OK.
Then Start | Run | Type: regsvr32 sendmail.dll and click OK.
Start | Run | Type: regsvr32 /u ole32 and click OK.
Then Start | Run | Type: regsrv32 ole32 and click OK.
Start | Run | Type: regsvr32 /u shell32 and click OK.
Then Start | Run | Type: regsrv32 /i shell32 and click OK.
You should get a popup message after executing each command stating whether
it was successful.
Or maybe I do not know what I am talking about and IE7 is the root of all
the problems.
