My PC won't start

I was on the internet and all of a sudden my PC starts slowing down and hang
up. I shut it down and waited a couple of minutes and I tried to restart it,
but it just gave up. I can’t even start it on a safe mode. Help
 
You would need to describe what happens after you press the start button
so someone could determine what has failed, hardware or software.
