My PC won't play sounds

I have gone through the trobleshooter an dit is no help,I
put in a cd and it gives me error code 0xC00D11BA, so i
have no idea what to do

In services, is Windows audio turned on?

yes it is, when I put in a cd it says that the audio
device is beinbg used by something else, and i still have
no system sounds
