My Outlook will not download incoming messages and then freezes.

I am unable to retreive new messages. When I select Send & Receive, Outlook
connects to the server and then starts downloading messages. Sometimes it
says 1 of 222 (the total number of messages received since the last archive)
and will download duplicates of messages already received but will not
download new messages. If I hit any other button. Outlook freezes and I have
to reboot my computer. What can I do to fix this.

Have you tried deleting the account and recreating it?
 
If I delete the account will I not lose all of the emails and contacts?

No. Why would you think so? The account and the data store are
independent.
