My messages aren't being sent, but they aren't in the outbox

I can send messages to myself. Other people can send messages to me.

But messages going to other people are not being sent. They are not in the
Outbox, and they ARE listed as having been "Sent." But I know people aren't
getting them. This includes messages where I've included myself in the list
of addressees.

I've tried disabling my Norton firewall, but that doesn't seem to have
helped.

This happened a week ago -- all day Friday, just like today. Then Saturday
at noon my messages all got sent, as if some internal clock had tripped.

Any suggestions?

If the messages are in the Sent Items folder, your mail server has accepted
them and they are out of Outlook's hands. The problem is on the mail
server. Contact the people managing the mail server.

I really have no technical knowledge about this, but this sounds a lot like a
similar problem I had...the problem turned out to be that I was accidentally
changing the time on my clock while in Calendar mode, and so I couldn't send
when the time was wrong, but then as soon as I would (still unknowingly)
return the clock to the right time, my emails would suddenly bang out all in
a row. I know, sounds weird, but check out your clock!
 
There is a difference between sending to yourself and others. A mail
send to yourself propably didn't reach the internet. Using Exchange (do
you?) the mail is handled in Exchange. Not using exchange will result
in sending a mail to your provider, which will be delivered directly in
you popbox at that very provider.
Indeed, contact you exchange administrator or internet mail provider.
Maybe you are on a black list of spammers. Your outlook can send
emails, but they are deleted by a provider.
This weekend you can try sending from another identity. Just change
your senders emailadres in Outlook and send to your hotmail account (if
you don't have one, just create it for this purpose). Your new
emailadres doesn't need to be a real one. It's just to test the
spammers black list...
