My menus no longer flair out, but scroll - uh-oh, what did i do?

To arrange all open windows:

1. Right-click an empty area on the taskbar.
2. Click Cascade Windows, Tile Windows Horizontally,
or Tile Windows Vertically.

Uhh, Carey? What question are you answering?? Certainly not the OP's...

Axel, go to Control Panel | Display | Appearance (tab) | Effects (button)
and you can select either the Fade Effect, or Scroll effect

Hope this helps, and, as always, your mileage may vary,
