My Forms Wizard is missing - What to do?

I'm new to FrontPage and web design, and want to add a form onto a page I'm
designing. However, when I followed the directions to the template window in
the Step by Step book, there was no Forms Wizard. What do I do to install it?

With the website open in FrontPage, use Tools->Page Options - Authoring
tab, and tick the boxes: "Author time web components" and "Browse time
web components"
