my documents, my computer, control panel ect. won't open

when i try to open up any of these plus more, my taskbar
dissapeares, active desktop goes to its error page,
taskbar reappears, all programs that were open next to
the clock restart. i have no idea what has caused this
and i have searched symantec's site and completed several
virus scans without any infections. please help
