my desktop, icons taskbar are gone.

I cannot right click. The start button does not work. I can get to task
manager and explorer.exe is not not running. When I try to run it it does not
allow me to. I can get some programs to run through task manager (ie Excel)
but Interenet Explorer does not work so I can't download anything. Any
suggestions?

Run System Restore to a time before the problem began.
