My desk top has disappeared any ideas?

I rebuted my computer when it slowed to a crawl, now my desk top is gone, I
can't bring up my programs any way except through my task manager. System
restore wouldn't work and now I can't even get that up. Has anyone else had
these problems or does anyone have a suggestion?

Right click on the desk top screen and select Arrange ICONS by; and then
check show desktop icons
