My Computer Zone web page issue

I have a web page that was developed by my company to run in the My Computer
Zone. It is written with a few different languages including Javascript and
XML and involves activeX controls. The problem that arises is when an
administrator account logs on and runs the web page, it works perfectly but
when a normal user account logs on and runs the page it does not work. The
page uses an activeX control to save to the file system.

I've checked every security setting to no avail. I am confused because i
have the security settings set up the same way for both the admin account and
the normal user account. How does it work for the admin account but not for
the normal user?

Any help would be greatly appreciated.

If not, post the exact symptom while trying to run the local page. (Info bar?, warnings etc)

The allow active content is already checked, as I have tried that already. I
don't see why putting the mark of the web would help because the page already
runs correctly with the admin account.

The exact symptom when the page is ran is nothing happens. We have an error
message that we pop up to let us know that it didn't work.

To get the page to work in pre SP2 systems we had to modify the internet
options security option for the My Computer zone to enable the Initialize and
script ActiveX controls not marked as safe option. if that was disabled, the
page wouldn't run.

But with SP2, this option still doesn't let us run the page.
