Major Admin problem

I have a strange one, at least to me it is. My account has admin priveledges
however I cann't change my internet security level, I cannot install a Flash
player, I cannot change my desktop background, etc. Each one of these
attempted results in my being told I need admin priveledge to do it. I
checked my account and I do have admin level access. If I log on as "Admin"
instead of my own userid I get an even stranger problem. Admin account
(whether accessed via the new XP login screen or via F8 during boot up)
doesn't have any capabilities. You can not even open the task manager, you
can't reboot, you start programs, you can't even logoff. The only way out is
to power down.

I cannot run activeX so when I tried to download flash player I found all of
this out.

Does anyone now what is wrong or how to fix it?

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?

Currently use Spyware Doctor version 5.0.0.169, Adaware Se version 1.06r1
with a def list of SE1R132 14-11-2006 and AVG Anti Virus version 7.5.485 with
a virus base of 269.138/993.

I am not aware of what if anything that changed when this all started.
