My computer won't restart/shutdown unless i manually shut it off with the button

my computer dell 8600 series laptop is just 2 weeks old
and already i'm having problems. it wont
shutdown/restart or log off unless i push and hold the
shutdown button. this is very frustrating. what can i
do to make this work better?
