my computer scrolls with a slow ripple

hi,my computer had a surge a month ago,and my motherboard
and processer was replaced since then my screen wont
scroll smoothley and has a slow ripple effect when it
does. I've tried to alter this in my mouse settings but
with no luck, could anyone offer any suggestions as this
is very anoying

Evidently, your video card/adapter drivers are corrupt. You should
uninstall them, then reinstall them. Visit the support website of the
manufacturer of your computer or video card and download/install
the latest Windows XP drivers.

Sounds like a bad graphics card or driver.
