My computer just cannot be turned off

My computer cannot be turned off from two weeks ago.

Every time I need to turn off the computer, I need to hold the power key for
5 seconds and it will be shut down. This kind of shut down always causes
scandisk before I can load my windows.

The windows works well, but when i need to turn off the computer, I go
"start"-"turn off computer" -"turn off", there is no response after i click
the turn off. And plus, I notice that for me, press "Delete" + "Ctrl" + "Alt"
together cannot recall the task manager menu. ie, windows has no response to
it either. There is really no other I can shut down the windows except for
pressing power key. I try to reset my power option in property but it does
not help and in fact, I never made any change with regard to power option.

I am using XP and I really do not want to format my C to reinstall
everything again.

1. Try bringing up the Task Manager by using Ctrl+Shift+Esc
Also try using Start - Run - TASKMGR.EXE

2. What antivirus and antispyware programs do you have installed in
your computer? Are they completely up to date? Try getting a "second
opinion" from one of the following free scanning sites:

Kaspersky Online Scanner http://www.kaspersky.com/virusscanner
Panda ActiveScan http://www.pandasoftware.com/activescan

Webroot http://www.webroot.com/

3. If no problems are encountered with the above items then see MVP
