My computer connects via dial-up, but...

It acts as though the computer is not connected. I try to
update my anti-virus and it acts as though i am not
connected. I checked the status of my connection and it
has very few sent bytes and even fewer received. (I'm
talking like 200 received compared to 2-3 million!) Can
anyone help please?
 
Dialup is not the fastest technology in the world. Could be static (noise)
on the line... Also see if you can use a different dial up number from your
ISP.

See, it is someone else's computer. I use the same number
and phone line on my other computer and it works great.
With this computer, though, every time i try to access a
site it will say "Page cannot be displayed."

btw, i am moving into my college next month with wireless
net so i wont be in the slow lane anymore.
