Is there a freeware music mixer/editor that rivals Cool Edit Pro?

Closest I'm aware of is Audacity. Not as many features a CEP, but improving
all the time:

If you want to expand on the range of fx options, make sure you also install
the VST enabler. This will let you use VST plug-ins of which there are a
huge number available for free.

If you're not sure where to find them, KVR is a good place to start looking
(not all the plug-ins there are free, but you can check a freeware only
option when searching)
