How do I get the XP CD Writer to record in multi-session mode and let me
choose when to close out the CD

You need to buy Nero or Roxio or similar software.
The built-in CD writing software in XP is minimal and rudimentary by design.

It only works in Multisession mode. After burning a session, and
removing the disk, on a later occasion put the disk back in the drive,
and let it 'open folder to view files in Explorer'

That will show the existing files, and an area of 'Files waiting to be
written', containing any you have queued up meanwhile, and to which you
can drag more. Then 'Write files to CD' to burn the next session.

There is no provision for 'closing' a CD - that is rarely needed any
way, only should one wish to prevent more sessions being written. It
just closes each session after writing.

Let's hope the next Windows has something better.
