Multiply users on same logon in Windows XP

We have ten users sharing a single Windows XP Professional pc. We have IMAP and SMTP for incoming and outgoing E-Mails. If user #1 looks at inbox E-Mails then deletes and doesn't purge the E-Mail another user can come along and click ok as if they are user #1 without a password so they technically aren’t logged in as user #1. No we aren’t remembering user’s password this must be entered when a user log’s on to get new E-Mail. They then can read user #1 E-Mail that has been read or read and deleted but hasn’t been purged. If an E-Mail was never read but just the Subject is there before user #1 logs off the new user can just view the header and Sender. The same thing works with all other user related Mail-Box’s. Is there an easy configure to clear the cache when users close out of Outlook? I have been able to get this to clear when we restart the machine. There must be a hidden setting that I am missing, Can't believe there is this big a security issue with Outlook this problem is with both Office XP and Office 2003.

It's not an security issue but most likely an add-in that is preventing
Outlook to completely close. As long as the outlook.exe process is running
the user stays logged in. Once the add-in is disabled or updated the problem
is gone.

Sometimes the add-in are not shown in Tools-> Options-> tab Other-> button
Advanced Options...-> button Add-In Manager or button COM Add-ins. If this
is the case you'll have to disable the integration option in the program
itself (like in Norton AntiVirus 2002).

Outlook should always close normally in safe mode;
Start-> Run; "path to Outlookexe" /safe

We only have 2 things in Add-ins 1) ldvp and 2) exchange extensions property pages. I uncheck both and rebooted and still have the same issue. You need to restart the PC. Is there something else to try this is driving me nuts. :-

Do you have a virusscanner running that holds Office/Outlook integration?
See if you can find a way in that program to disable it. Does Outook close
normally when starting Outlook in safe mode?
