Multiple Users 2007

I have a database in Access 2003 with multi-level users and passwords. I see
that Access 2007 does not offer that feature any longer. What should a
person do if they have a database in Access 2007 and they only want read-only
users. I don't want my data to be corrupted inadvertantly. I would like
myself as the administrator with the ability to update and change the data?

You don't need to convert it to the new 2007 format (accdb) which doesn't support ULS. Just leave it in the mdb format; everything will work as it did in 2003.

I don't intend to change that database, but now that I have 2007, if I create
a new database, how would I protect the data from accidentially being deleted?

You can always stick to the mdb format in 2007. It's only the accdb format that doesn't support ULS.
