Multiple processes running but applications not opening

I have Windows XP Service Pack 2. Out of the blue my computer started
acting up. When I go to open multiple copies of Internet Explorer,
Windows Explorer, Control Panel, and so on, it just does not open. I
see the multiple copies running in the task manager but the
applications do not pop up. However, when I close IE the next process
running will popup. I ran adaware and antivirus but nothing major is
found. I also ran the scans in safe mode and none found. Can anyone
help me?
