multiple network user profiling

When setting up a computer for our company, we have a HIGH
turnover rate and our problem is that the programs and
network settings we install each have to be for a specific
users setting...well when they get termed you would have
to go to the desk and set it up for the new person. Well
with 500 employees thats not logical. we have a temporary
solution to create a "shared-setting" because each user
has a differant logon name and password to the network.
see below here,

Setting up multiple user Profile:

... Log on to the network as Username: Administrator
Password:xxxx
... Right click on "My Computer" click on "Manage"
... Under "Local users and groups" go to "Users"
... Right Click on "Users" select "New User"
... Enter the new user name as "defaultnew" and the
Password: 1234 and then uncheck all the boxes appearing
below. IE: Password expiration, etc. Click OK
... Then click "Create"
... Right click "defaultnew" go to "Properties"
... Click "Members Of" tab, remove all users.
... Click "Add"
... Click "Advanced" click "Find Now"
Click "Administrators" Then click Ok, ok, ok.
... Click the "Start Button" go to "Log Off"
... Log back on to the computer with the
defaultnew/1234, but this time make sure you log onto
the "computer" not the "network of CAMCONET" you can make
sure of this by clicking "options" on the logon box.
... Now delete all un-nessecary icons "make the screen
look like you want it to for the collectors."
... Log off (Click the Start Button, then click Log
Off)
... Now Log back on to the network with
Administrator/xxxxxx
... Right Click "My Computer" then go to "Properties"
... Click "Advanced" Click "Settings" for "User
Profiles"
... Select the user "defaultnew" from the list,
click "Copy to" click "Browse"
... Then go to C:\Documents and Settings\All Users
click "Ok"
... Then there is a tab that says "Change" Click that
... Then Click "Object Types"
... Uncheck "User" Then check "Groups" Click "Ok"
... Click The "Advanced" tab then click "Locations"
... Choose "Camconet" Click "ok"
... Then Click "Find Now" choose "Everyone" from the
list
... Click Ok, Ok, Ok Click Yes, Ok, Ok
... Right Click "My Computer" go to "Manage"
... Select "Local users and groups" go to "Groups"
... Right click "Administrators" go to "Properties"
... Click "Add" Go to "Advanced" Select "Object Types"
Uncheck "Users" Click "OK"
... Click "Locations" Highlight the "computer name" in
the list, NOT camconet Click "Find Now" and
choose "Everyone" Click Ok, Ok, Ok, Then close the last
box.
... Log off then Log on to camconet as a regular
collector login and make sure the Camco Icon appears on
the desktop.
... If the camco Icon does not appear on the desk
top..go to "my computer" then click the C: drive then
click "Program Files" then go into the "Camco Folder"
there will be the Camco icon in there, "right click and
HOLD IT, then dragthe icon over to the desktop" this will
place a Camco icon on the desktop and youre done.

basicly this here lets multiple users with differant
logons access the program we have designed for them to
use. Basicly this is a "genaric solution" if anyone knows
how to create a setting that will make XP act like win98
did with its network logon...it would be sooooo greatly
appriciated.

Have you tried deploying AD, and creating groups for users? You can categorize the user by software type, access type, etc., then just ad your users, configure their GPO, and you're out to lunch.
